RGB + Horizontal and Vertical Sync IS VGA, running natively at 31khz. RGB as used in Europe prior to HDMI has Red Green and Blue, and then either sync on composite video, or composite sync (aka pure sync), this is at 15khz.
Ebay or those Chinese websites are great for picking up CGA to VGA boards, which work very well for arcade machines on VGA monitors.
I will make it and send it to retail stores and it will be great

I'm probably going to make this, but I am going to make a very small one. ex: have a xbox 360 controller stick as the joystick, and use the button (A, B, X, Y) as the 4 buttons, and have a rocker switch for power. Use a 7 inch display with controller and maybe a raspberry pi for the system. I will have no coin slot because this is supposed to be for on top of my computer desk.

Ben, with your skills, you could make consolized MVS systems, using top loader MVS, a high quality custom case, like the ones you make, a power supply and video converter (again, no problem for you)
you will have a lot of buyers in ebay….
