did you dig through the tarp paper so you can put the flowers into the soil or do you just dig end to put the roots in the mulch?

was a base placed underneath the stones?
you never put mulch first then you plant it's the opposite way
I have a question: After you placed the weed-retardant material and start planting the bushes and flower plants, it looks like you just dug a hole right through the material; is that correct?
you messed up using that weed barrier….it's good for nothing
